Russia's Rassvet Satellite Constellation Faces Orbital Issues, Limited Coverage Ahead of 2027 Commercial Launch Target
Russia's Rassvet satellite communications network, with 32 satellites currently in orbit, is encountering significant technical challenges and remains too small to provide continuous service, casting doubt on Moscow's goal of launching commercial operations by 2027. Reported orbital problems, including satellites struggling to maintain altitude, could further complicate the ambitious expansion plans.
The current limited constellation means the system cannot yet deliver reliable communications across the areas Russia intends to serve, according to Oleh Ivashchenko, chief of Ukraine's Defense Intelligence. Ivashchenko stated that while Russia is attempting to deploy satellites, their current numbers are insufficient, and their effectiveness is low.

The existing 32-satellite fleet represents only a fraction of Russia's planned communications infrastructure, which includes substantial future launches.
Russia's expansion plans are ambitious, projecting the launch of 156 satellites in 2026, followed by another 292 spacecraft in 2027, the year authorities expect commercial operations to commence. The program ultimately aims for a total of 318 satellites by 2028, with later plans envisioning an expansion from 250 spacecraft towards 900 by 2035. In comparison, Starlink currently operates more than 12,000 satellites and continues to add approximately 200 spacecraft each month, highlighting the vast difference in scale.
Building the planned network would require at least 18 Soyuz-2.1b missions. This poses a significant logistical challenge given Russia's current launch capabilities, which typically range from six to eight missions annually. Any additional technical failures during orbital operations requiring replacement spacecraft would further increase the launch demand, creating another obstacle for the program's projected timeline and goals.
